Arizona Medicaid is a jointly funded state and federal health care program designed to provide medical coverage to low-income residents who meet certain eligibility requirements. Arizona Medicaid provides health care and resources for an estimated 2.2 million residents under the age of 18 and over the age of 65 and those who are disabled or blind, based on medical and financial need.
In Arizona, the Arizona Health Care Cost Containment System (AHCCCS) administers the state’s Medicaid program, which works like a Health Maintenance Organization (HMO). The AHCCCS contracts with several health plans to provide covered services to qualified members and works closely with hospitals, doctors and pharmacies to provide necessary care.

What Benefits Does Arizona Medicaid Cover?
Arizona Medicaid provides a wide range of healthcare services including — but not limited to — well-check exams, ambulance services, hospitalization, family planning, labs and X-rays, prescription drugs, surgeries, pregnancy care and vision services. Routine health check exams for children under 21 are also part of the Arizona Medicaid program. These may include wellness exams, comprehensive dental care, immunizations, eye exams and glasses, nutrition checks and hearing screenings.
Behavioral Health Services
Arizona Medicaid also provides a variety of behavioral health services, such as supervised day programs that include therapy and medical care. Medicaid members qualify for:
- Crisis services: Telephone crisis response and urgent care inpatient services
- Rehabilitation services: Living skills training and employment and education support
- Health promotion: Prevention, education and medication training, including symptom management, stress management and parenting skills
- Treatment services: Counseling, consultation, assessment and specialized testing and substance abuse treatment.
Long-Term Care
The AHCCCS contracts with several health care contractors to provide long-term care services to eligible Medicaid members. The program works with doctors, assisted living facilities, nursing homes, hospitals and pharmacies to provide medically necessary care to people who qualify for Medicaid. People who qualify for long-term care can receive these services:
- Nursing facility
- Attendant care
- Assisted living facility
- Adult day care health services
- Home health services (nursing services, home health aide, therapy)
- Home delivered meals
- Hospice
- Dental services (up to $1,000 per contract year)
Who Is Eligible for Medicaid in Arizona?
Arizona residents are eligible for Medicaid if they meet all the required federal standards, including income and asset limits that are adjusted annually for the state. Eligible participants must be a U.S. citizen, state resident or legal alien in need of medically necessary health care or insurance coverage and whose financial situation classifies them as low or very low income. Medicaid members must also be pregnant, responsible for a child 18 years of age or younger, blind or disabled or have a family member in the household who is disabled or 65 years of age and older.
Applicants in Arizona must earn less than the modified annual gross income. In 2023, that amount is set to 133% of the federal poverty level. The federal numbers are $14,580 a year for individual adults and $30,000 for a family of four in 2023. Children in Arizona are eligible for Medicaid or KidsCare — the state’s Children’s Health Insurance Program (CHIP) — if their family or household earns less than 140% of the federal poverty level — or $42,000 annually for a family of four.
How Do I Enroll in Medicaid in Arizona?
Eligible members can apply for AHCCCS medical assistance online or by printing an application and mailing it to the DES office.
